November 22, 1928 – October 9, 2013

Jay Warren Bixby, 84, of Deland, Florida passed away peacefully on Wednesday, October 9, 2013 at Emery L. Bennett Memorial Veterans Nursing Home. A Funeral Service will be held at Lohman Funeral Home Deland located at 935 E. New York Ave. The visitation will be held from 1:00 to 3:00 pm Monday, October 14, 2013 with the service to follow at 3:00 pm.

He was born November 22, 1928 in Vincennes, IN and was the last surviving child of the late Jay Charles and Dorothy Marie Bixby. Jay is survived by his wife, Virginia formerly Virginia Lindloff of Deland, FL; three daughters, Blythe Kleinschmidt (Tom) of Indianapolis, IN ; Donna Janus(Stephen) of Hutchinson, MN and Debborah Robertson (Donald) of Virginia Beach, VA. Additionally he had two stepsons Jay Smith(Jacqueline) currently residing in the Republic of Haiti, Jack Smith (Sindy) of Cape Canaveral, FL., two stepdaughters Janet Moore (Fred Hackett) of Cocoa, FL, and Joyce McCrary (Marty) of Fremont, NC. Also surviving are eight grandchildren, thirteen step grandchildren, five step great grandchildren and numerous nieces and nephews.

Jay served as Assistant Administrator and Administrator for the City of Baltimore Retirement System, Director of Budget Analysis for the State of Maryland, Retirement Administrator for the Parks and Planning Commission Employees’ Retirement System, President of the National Conference on Public Employee Retirement Systems (NCPERS) and was a Lieutenant in the United States Air Force during the Korean War. He graduated in 1947 from Lincoln High School Vincennes, IN. He held a B.S. Degree in Business Administration from Butler University in Indianapolis, IN. In September of 1998, Jay was honored as a distinguished alumnus by the Lincoln High School Academic Society.

In lieu of flowers, the family request donations to the Emery L. Bennett Memorial Veterans Nursing Home, 1920 Mason Ave. Daytona Beach, FL 32117.
