Naugatuck-William J. Goggin, 74 widower of Phyllis (Graham) Goggin died surrounded by his loving family on Monday, May 10, 2010 at his home after a long illness. Bill was born on December 10, 1935 in Naugatuck son of the late William and Agnes (Denihan) Goggin. Bill graduated from Naugatuck High School in 1953 and received a B.S in Mathematics from Fairfield University in 1965 and an MBA from the University of New Haven in 1976. He was employed as the Controller for the Borough of Naugatuck from 1973-1989 and as Personnel Director for the town of East Hartford from 1990-1994. He served as a Congressional Aide to US Representative William Ratchford from 1978-1984 and was appointed Alternate Management Member to the State Board of Mediation and Arbitration from 1989-2007. He served in the US Marine Corps from 1954-1956 and was honorably discharged. He served on the Naugatuck Veterans Council 1998-2008 and served as Vice Chairman in 2003. He was a member of the American Legion Post #17 and has served as Adjutant, Commander and Judge Advocate. Bill served on the Naugatuck Board of Education from 1969-1973 as a Burgess from 1997-2003. Other activities include a member of the United Way where he served as Municipal Chairman. Bill is a former President of the Naugatuck Lions Club, a member of the Elks Lodge, The A.O.H Naugatuck division and the Polish Falcons. He was a Lecture at St. Mary's Church and a communicant of St. Francis Church. He is survived by one daughter, Mary Johnson and her husband John of Naugatuck, four sons, William J. Goggin, Jr. and his wife Sheri of Montpelier, VA, James J. Goggin Sr. and his wife Susan of Naugatuck, Michael P. Goggin, Sr. and his wife Susan of Cheshire and Daniel E. Goggin and his wife Kristin of Plainville, two sisters, Eileen Russo of Naugatuck and Eleanor Buck and her husband Carl of Sarasota FL, twelve grandchildren, Jim, Mike, Sarah, Rachel, Courtney, Leah, Andrew, Matthew, Brian (all Goggins) and Samantha, Natalie and Benjamin Johnson. He was predeceased by his brother John and his wife Florence, and his brother -in law Edward Russo. A military funeral will be held on Thursday, May 13, 2010 at 10:00 a.m. from the Buckmiller Brothers Funeral Home, 82 Fairview Ave, Naugatuck to St. Francis Church for a mass at 10:30. Burial will be in St. James Cemetery.
