Jay – Russell “Rusty” Scott Shaffer, 59, of Jay, passed away Tuesday, July 31st at his home. He was born April 14, 1959 in Springfield, Ohio, the son of Lawrence Shaffer and Donna (Nelson) Shaffer. He was a 1977 graduate of Jay High School. He loved and was terrific at woodworking. He also loved his animals, especially his dogs. He is survived by his mother, Donna Hannon Palmer of Livermore, siblings, Randy Shaffer and wife Jane of Portland, Teri Sherrets and husband Steve of North Monmouth, Jim and Christie Shaffer both of Ohio, his companion, Tammy Winter Capen of Jay, several nieces and nephews. He was predeceased by his father, Lawrence Shaffer, his brother Richard Shaffer and stepfather, Ernie Hannon.
