Francis "Frank" Emery Obituary

Retired Police Chief Francis C. Emery, 77, passed away on Saturday, October 21st, at Riverview Medical Center, Red Bank. He was born in Jersey City, lived in Brooklyn, NY prior to moving to Hazlet in 1965. Frank was appointed to the Hazlet Township Police Department in 1968. He was among the first group of officers hired for the new full time police department. Prior to being hired by Hazlet Township, he was a New York City Transit Police Officer. As a patrol officer, he was one of the founding members of the Hazlet Township PBA Local 189, and served as its first state delegate. He was promoted to Sergeant in 1973, to Lieutenant in 1977, and to Deputy Chief in 1982. He attended the FBI National Academy 136th Session in 1984. On July 1, 1997, he was promoted to Police Chief and served in that rank until he retired on June 30, 2004. During his time as Chief, the department saw many advances as Frank was a strong advocate for a well-trained police department. In addition he also formalized a yearly department in-house training program to keep officers up to date on all aspects of law enforcement. During his tenure as Chief, the department started the process of working toward state accreditation, which eventually resulted in the department becoming the first agency in the area to achieve this status. Chief Emery was an active member of the Monmouth County Police Chief’s Association, The New Jersey State Association of Chiefs of Police, the International Association of Chiefs of Police and the NJ Chapter of the FBI National Academy Associates. During his career from Patrolman to Chief, he received many awards and commendations as a result of his police work. Frank was pre-deceased by his son; Frankie in 1984. He is survived by his loving wife of 54 years; Patricia Ryan Emery of Hazlet; his son and daughter in-law; Scott and Christie Emery of Hazlet; four daughters and son in-law; Dawn Emery of Hazlet, Ryann Jeffery of Keansburg, Dawn and Teddy McInerney of South River and Valerie Rivera of Keansburg; two sisters in-law; Marilyn Chaffin of Williams Town and Betty Ryan of Neptune City; 13 grandchildren and 1 great grandchild. Family will be accepting friends on Tuesday from 2-8pm at St. Ann's Church Carr Ave. Keansburg. On Wednesday there will be a 10:15am Mass at St. Ann's Church, Keansburg. Cremation will be private.
